Description: Provides a flexible funding source to state and local governments for transportation projects and programs to help meet the requirements of the Clean Air Act. Funding is available to reduce congestion and improve air quality for areas that do not meet the National Ambient Air Quality Standards for ozone, carbon monoxide, or particulate matter (nonattainment areas) and for former nonattainment areas that are now in compliance (maintenance areas).

Eligible UsesTransportation projects that reduce congestion and reduce the mobile source emissions for which an area has been designated nonattainment or maintenance for ozone, carbon monoxide, and particulate matter by the Environmental Protection Agency. There are many types of eligible projects and programs, including congestion reduction and traffic flow improvements, transit services, and bicycle and pedestrian facilities and programs.

Description: Clean Water State Revolving Fund-eligible projects for which the primary purpose is to address emerging contaminants, such as PFAS.

Eligible Recipients: States initially receive funding, then provide funds to Water Utilities and/or Municipal and Other Eligible Entities. Communities submit applications to state agencies for financial assistance from the State Revolving Fund. States score each application to determine which projects receive funding.

Eligible Uses: Provide loans with principal forgiveness or grants to fund clean water infrastructure projects to address emerging contaminants, including PFAS.

Description: A federal-state program that provides funding and financing to wastewater and storm water systems for a wide range of infrastructure projects.

Communities submit applications to state agencies for financial assistance from the State Revolving Fund. States score each application to determine which projects receive funding.

Eligible Uses: Provide financial assistance to local communities and publicly owned treatment systems for construction of wastewater and stormwater treatment facilities and collection systems; nonpoint source pollution management; construction, repair, or replacement of decentralized wastewater treatment systems; construction of nature-based infrastructure solutions; and other uses associated with the management of wastewater and stormwater.

Description: Supports projects to reduce transportation emissions or the development of carbon reduction strategies

DescriptionProvides federal funding for broadband planning, deployment, mapping, equity, and adoption projects and activities.

Eligible Recipients: Formula funding to States, Territories, District of Columbia

Eligible Uses: Planning (e.g. broadband data collection and mapping); broadband infrastructure deployment (e.g. construction), to promote broadband adoption, including through the provision of affordable internet-connected devices; to provide WiFi or reduced-cost internet access to multi-family housing units; and for other uses that the National Telecommunications and Information Administration determines are necessary to facilitate the goals of the program.

Funding: $26,675,000,000 

Description: Provides funding to States and Tribal governments to repair and rebuild bridges in poor condition. There are approximately 250 bridges in Connecticut in this condition (detailed here). To help local governments that struggle to pay for costly bridge projects, 15% of funds will be set- aside for “off-system bridges” including projects on locally-owned facilities that are not on the National Highway System. Off-System Bridges are on a road that is not part of the designated state highway system and is under the direct jurisdiction of the local government.

Eligible Uses: Replace, rehabilitate, preserve, protect, and construct bridges on public roads.

Funding: $15,000,000,000 

DescriptionFund airport infrastructure projects such as runways, taxiways, airport signage, airport lighting, and airport markings. The grants strengthen our nation's aviation infrastructure.

Eligible Recipients: Public agency, Private entity, state and Tribal Government owning a public use National Plan of Integrated Airport Systems airport. Airports eligible for Airport Infrastructure Grants include Primary airports, certain cargo airports, and most general aviation/commercial service airports that are not primary airports but in the National Plan of Integrated Airport Systems. 

Eligible Uses: Project eligibility tracks Passenger Facility Charge eligibility. With the exception of Debt Service. Bipartisan Infrastructure Law specifically states the funds cannot be used for Debt Service.
