Description: To fund projects that improve the safety, efficiency, and reliability of intercity passenger and freight rail.

Eligible Recipients: State; group of states; interstate compact; public agency or publicly chartered authority established by one or more states; political subdivision of a state; Amtrak or another rail carrier that provides intercity rail passenger transportation; Class II railroad or Class III railroad; rail carrier or rail equipment manufacturer in partnership with at least one of these earlier entities; Transportation Research Board and any entity with which it contracts in the development of rail-related research, including cooperative research programs; university transportation center engaged in rail-related research; non-profit labor organization representing a class or craft of employees of rail carriers or rail carrier contractors.

Eligible Uses: Eligible projects include a wide range of freight and passenger rail capital, safety technology deployment, planning, environmental analyses, research, workforce development, and training projects. New eligibilities include: (1) measures to prevent trespassing on railroad property; (2) preparation of emergency plans for communities through which hazardous materials are transported by rail; (3) research, development, and testing to advance innovative rail projects; and (4) rehabilitating, remanufacturing, procuring, or overhauling locomotives to reduce emissions.

Description: Grants for projects in large cities that advance innovative and multimodal (like transit, biking, walking, or buses) solutions to relieve traffic congestion. These projects can help reduce highway congestion, lower economic and environmental costs related to congestion, and optimize the capacity of existing highway and transit systems

Eligible Recipients: States (for the purpose of carrying out a project in an urbanized area with a population of more than 1,000,000), Metropolitan Planning organizations (for the purpose of carrying out a project in an urbanized area with a population of more than 1,000,000), cities or municipalities (in an urbanized area with a population of more than 1,000,000)

Eligible Uses: Planning, design, implementation, and construction activities to achieve the program goals, including: deployment and operation of integrated congestion management systems, systems that implement or enforce high occupancy vehicle toll lanes or pricing strategies, or mobility services; and incentive programs that encourage carpooling, nonhighway travel during peak periods, or travel during nonpeak periods.

Funding: $13,200,000,000 

Description: Provides a flexible funding source to state and local governments for transportation projects and programs to help meet the requirements of the Clean Air Act. Funding is available to reduce congestion and improve air quality for areas that do not meet the National Ambient Air Quality Standards for ozone, carbon monoxide, or particulate matter (nonattainment areas) and for former nonattainment areas that are now in compliance (maintenance areas).

Eligible Recipients: Formula funding to States, District of Columbia

Eligible UsesTransportation projects that reduce congestion and reduce the mobile source emissions for which an area has been designated nonattainment or maintenance for ozone, carbon monoxide, and particulate matter by the Environmental Protection Agency. There are many types of eligible projects and programs, including congestion reduction and traffic flow improvements, transit services, and bicycle and pedestrian facilities and programs.

Description: Program funds will be made available each fiscal year for Community Grants, to install electric vehicle charging and alternative fuel in locations on public roads, schools, parks, and in publicly accessible parking facilities. These grants will be prioritized for rural areas, low-and moderate-income neighborhoods, and communities with low ratios of private parking, or high ratios of multiunit dwellings.

Eligible Uses: Provides funds for projects that support the reduction of transportation emissions, including: the construction, planning, and design of trail facilities for pedestrians, bicyclists, and other non motorized forms of transportation; public transportation projects; and congestion management technologies.

Description: Provides capital funding to replace, rehabilitate, purchase, or lease buses and bus related equipment and to rehabilitate, purchase, construct, or lease bus-related facilities. 

Eligible Recipients: Designated recipients that allocate funds to fixed-route bus operators, states, or local governmental authorities that operate fixed route bus service, and Indian tribes.

Funding: $26,675,000,000 

Description: Provides funding to States and Tribal governments to repair and rebuild bridges in poor condition. There are approximately 250 bridges in Connecticut in this condition (detailed here). To help local governments that struggle to pay for costly bridge projects, 15% of funds will be set- aside for “off-system bridges” including projects on locally-owned facilities that are not on the National Highway System. Off-System Bridges are on a road that is not part of the designated state highway system and is under the direct jurisdiction of the local government.  

Eligible Recipients: Formula funding to States, District of Columbia, Puerto Rico

Eligible Uses: Replace, rehabilitate, preserve, protect, and construct bridges on public roads.
