Description: Provides funding for states and other entities to develop Digital Equity Plans, which is the first step to receiving the state’s portion of the $1.44 billion State Digital Equity Capacity Grant Program. That funding will enable the state to execute the programs identified in the state’s Digital Equity Plan.

Description: Provides funding to states and other entities to ensure that states have the capacity to promote the achievement of digital equity and support digital inclusion activities. The National Telecommunications and Information Administration is required to begin distributing the State Digital Equity Capacity Grants within two years of the distribution of the planning grants. States must apply for the grants and provide a description of the state’s administering entity, its Digital Equity Plan, and certification that the state will implement that plan to NTIA.

Description: Funds natural infrastructure needed to protect coastal communities while also enhancing habitat for fish and wildlife.

Eligible Recipients: Non-Profit 501(C) Organizations, State And Territorial Government Agencies, Local Governments, Municipal Governments, Tribal Governments And Organizations, Educational Institutions, Or Commercial (For-Profit) Organizations

Eligible Uses: Broadly supports projects that will result in the creation and/or restoration of natural systems in order to increase the resilience of communities from coastal hazards and improve habitats for fish and wildlife species.

Description: Provides funding to investigate and prevent the adverse impacts of marine debris. 

Eligible Recipients: State, local, tribal, and territory governments whose activities affect research or regulation of marine debris; institutions of higher education; nonprofit organizations; or commercial (for-profit) organizations with expertise in a field related to marine debris

Eligible Uses: Removal and cleanup of significant legacy debris such as abandoned and derelict vessels and derelict fishing gear, as well other priority debris types, that pose a threat to National Oceanic and Atmospheric Administration trust resources, the economy or navigation safety. Prevention of the re-accumulation of marine debris, as well as preventing common consumer debris from entering the marine environment. Assessment of the scope, scale, and distribution of marine debris in the environment through marine debris monitoring and detection investments.

Description: Funds projects that eliminate in-stream barriers to restore fish passage while applying a watershed approach that addresses fish passage barriers throughout a waterway/ecosystem, and increases resilience to climate change by removing or improving outdated infrastructure.

Eligible Recipients: Institutions of higher education, non-profits, commercial (for profit) organizations, U.S. territories, and state, local, and Native American tribal governments.

Eligible Uses: Proposed activities may include future project development and feasibility studies, engineering and design, permitting, on-the-ground fish passage restoration, pre- and post-removal implementation monitoring, stakeholder engagement, building the capacity of new and existing restoration partners to manage multi-faceted project design and construction, and education and outreach.

Description: To support the creation of coalitions and partnerships among communities, groups, and localities - especially those that have been traditionally underserved - to address various marine debris challenges. 

Eligible Recipients: Sea Grant Programs

Eligible Uses: Projects may include (but are not limited to):

  • Partnering with local businesses and business associations (e.g. food service, tourism, waterfront, etc.) to identify marine debris control points in their operations, determine alternative materials and processes that reduce debris generation, and implement cost effective replacement strategies.

  • Establishing/scaling formal educational initiatives that engage students and schools in efforts that learn about and address marine debris and its sources in their communities. Conducting outreach to local commercial and recreational fishers related to derelict fishing gear, marine debris, waste management, and port reception facilities. Establish and encourage net pick-up and disposal options for fishers, boaters, and other ocean users to bring derelict fishing gear ashore.

  • Supporting community efforts to identify local sources of microplastics and microfibers and mitigate their release into local waterways. Generating resources that increase awareness of microplastics and microfibers for a wide range of audiences from the public to policymakers. 

  • Partnering with municipalities to improve waste and stormwater management to prevent debris from reaching local waterways. Assist these communities to establish or improve their recycling practices. 

  • Engaging communities to get involved with local and state rulemaking processes. Continue to support efforts that reduce the use of single use and disposable plastics.

Description: Supports innovative research to application projects that will address the prevention and removal of marine debris.

Eligible Recipients: Sea Grant College Programs, Sea Grant Institutional Programs, and Sea Grant Coherent Area Programs. Other interested entities must submit proposals in partnership with and through a relevant Sea Grant program.

Eligible Uses: Proposals may address (but are not limited to) innovative interception and/or removal technologies, reusable systems, microplastics, and/or nanoplastics
