Bringing Infrastructure Dollars Home

The Infrastructure Investment and Jobs Act will help bring American roads, rail, and bridges into the 21st Century and beyond. This bipartisan legislation includes record investments in public transportation, safe water, broadband, electric vehicle infrastructure, the Long Island Sound, and much more. 

I've created this resource to help our communities learn more about the programs in this historic bill and understand how to access funding from it. Funding from the Infrastructure Investment and Jobs Act will primarily be delivered through formula-based funding and competitive funding opportunities

Formula-Based Funding is generally apportioned to the states by formula, and implementation is left primarily to state agencies. Competitive or Discretionary Funding is awarded on a competitive basis through an application process specified by the federal agency making the grant. Each program's selection criteria is outlined in the grant solicitation. Municipalities and organizations in Connecticut's Fourth District may request a letter of support from my office for grant applications by completing this form

Grant Application Due Date Calendar

Monday, Aug. 15, 2022

Funding: $5,000,000,000 

Description: Provides funding to reduce exposure to PFAS and other emerging contaminants in drinking water in communities that may not have resources to fund projects necessary to address these risks.

Eligible Recipients: States initially receive funding, then provide funds through grants to water utilities and other eligible entities in small and/or underserved/disadvantaged communities. 

Eligible Uses

  • Efforts to address emerging contaminants in drinking water that would benefit a small or disadvantaged community on a per household basis; 

  • Technical assistance to evaluate emerging contaminant problems;

  • Programs to provide household water-quality testing, including testing for unregulated contaminants; 

  • Local contractor training; 

  • Activities necessary and appropriate for a state to respond to an emerging contaminant; and 

  • Installing centralized water treatment to address emerging contaminants at a small or disadvantaged community water system. 

Deadline: States and territories must submit a letter of intent by August 15, 2022, notifying the EPA of the intent to participate and the designating the appropriate agency.

Funding: $400,000,000

Description: Funds projects that eliminate in-stream barriers to restore fish passage while applying a watershed approach that addresses fish passage barriers throughout a waterway/ecosystem, and increases resilience to climate change by removing or improving outdated infrastructure.

Eligible Recipients: Institutions of higher education, non-profits, commercial (for profit) organizations, U.S. territories, and state, local, and Native American tribal governments.

Eligible Uses: Proposed activities may include future project development and feasibility studies, engineering and design, permitting, on-the-ground fish passage restoration, pre- and post-removal implementation monitoring, stakeholder engagement, building the capacity of new and existing restoration partners to manage multi-faceted project design and construction, and education and outreach.

Deadline: August 15, 2022
