Bringing Infrastructure Dollars Home

The Infrastructure Investment and Jobs Act will help bring American roads, rail, and bridges into the 21st Century and beyond. This bipartisan legislation includes record investments in public transportation, safe water, broadband, electric vehicle infrastructure, the Long Island Sound, and much more. 

I've created this resource to help our communities learn more about the programs in this historic bill and understand how to access funding from it. Funding from the Infrastructure Investment and Jobs Act will primarily be delivered through formula-based funding and competitive funding opportunities

Formula-Based Funding is generally apportioned to the states by formula, and implementation is left primarily to state agencies. Competitive or Discretionary Funding is awarded on a competitive basis through an application process specified by the federal agency making the grant. Each program's selection criteria is outlined in the grant solicitation. Municipalities and organizations in Connecticut's Fourth District may request a letter of support from my office for grant applications by completing this form

Funding: $1,000,000,000

Description: Provides funding to expand middle mile infrastructure and reduce the cost of connecting unserved and underserved areas. Middle mile infrastructure broadly refers to the mid-section of Internet infrastructure that carries large amounts of data at high speeds over long distances.

Eligible Recipients: 

The following entities may apply to this program:

  • State governments
  • Political subdivisions of states
  • Tribal governments
  • Technology companies
  • Electric utilities
  • Utility cooperatives
  • Public utility districts
  • Telecommunications companies
  • Telecommunications cooperatives
  • Nonprofit foundations
  • Nonprofit corporations
  • Nonprofit institutions
  • Nonprofit associations
  • Regional planning councils
  • Native entities
  • Economic development authorities
  • Partnerships of two or more entities described above

Eligible Uses: 

Grants can be used for the construction, improvement, or acquisition of middle mile infrastructure, including:

• Construction, improvement, or acquisition of facilities and equipment

• Engineering design, permitting and work related to project reviews

• Personnel costs, incl. salaries and benefits for staff and consultants

• Other costs necessary to programmatic activities

Funding: $150,000,000

Description: Provides funding to investigate and prevent the adverse impacts of marine debris. 

Eligible Recipients: State, local, tribal, and territory governments whose activities affect research or regulation of marine debris; institutions of higher education; nonprofit organizations; or commercial (for-profit) organizations with expertise in a field related to marine debris

Eligible Uses: Removal and cleanup of significant legacy debris such as abandoned and derelict vessels and derelict fishing gear, as well other priority debris types, that pose a threat to National Oceanic and Atmospheric Administration trust resources, the economy or navigation safety. Prevention of the re-accumulation of marine debris, as well as preventing common consumer debris from entering the marine environment. Assessment of the scope, scale, and distribution of marine debris in the environment through marine debris monitoring and detection investments.

Funding: $491,000,000

Eligible Recipients: Institutions of higher education, non-profit organizations, commercial (for profit) organizations, U.S. territories, or state, local, or tribal governments that can demonstrate status as an underserved community or that partner with underserved communities, tribes, or tribal entities in coastal areas.

Eligible Uses:

Projects selected through this opportunity may include: 

  • Capacity building activities, including participation in municipal or regional-scale resilience planning, project planning and feasibility studies, stakeholder engagement, and proposal development for future funding.

  • Restoration activities, including demonstration projects, engineering and design, permitting, and on-the-ground implementation.
