Bringing Infrastructure Dollars Home

The Infrastructure Investment and Jobs Act will help bring American roads, rail, and bridges into the 21st Century and beyond. This bipartisan legislation includes record investments in public transportation, safe water, broadband, electric vehicle infrastructure, the Long Island Sound, and much more. 

I've created this resource to help our communities learn more about the programs in this historic bill and understand how to access funding from it. Funding from the Infrastructure Investment and Jobs Act will primarily be delivered through formula-based funding and competitive funding opportunities

Formula-Based Funding is generally apportioned to the states by formula, and implementation is left primarily to state agencies. Competitive or Discretionary Funding is awarded on a competitive basis through an application process specified by the federal agency making the grant. Each program's selection criteria is outlined in the grant solicitation. Municipalities and organizations in Connecticut's Fourth District may request a letter of support from my office for grant applications by completing this form

Grant Application Due Date Calendar

Friday, Dec. 30, 2022

Funding: $500,000,000  

Description: To provide federal financial assistance to advance new clean hydrogen production, processing, delivery, storage, and use equipment manufacturing technologies and techniques. 

Eligible Recipients: Industry Partner 

Eligible Uses: (A) Increasing the efficiency and cost-effectiveness of the recovery of raw materials from clean hydrogen technology components and systems; (B) minimizing environmental impacts from the recovery and disposal processes; (C) addressing any barriers to the research, development, demonstration, and commercialization of technologies and processes for the disassembly and recycling; (D) developing alternative materials, designs, manufacturing processes, and other aspects of clean hydrogen technologies; (E) developing alternative disassembly and resource recovery processes that enable efficient, cost-effective, and environmentally responsible disassembly of, and resource recovery from, clean hydrogen technologies; and (F) developing strategies to increase consumer acceptance of, and participation in, the recycling of fuel cells.

Funding: $550,000,000  

Eligible Recipients: State and local governments

Description: Provides funding for projects that reduce energy use, increase energy efficiency, and cut pollution. 

Eligible Uses

  • Developing and implementing an energy efficiency and conservation strategy; 

  • Conducting residential and commercial building energy audits; 

  • Establishing financial incentive programs for energy efficiency improvements; 

  • Developing and implementing energy efficiency and conservation programs for buildings and facilities; 

  • Developing and implementing programs to conserve energy used in transportation (e.g. flex time for employees; satellite work centers; zoning guidelines or requirements that promote energy efficient development; infrastructure, such as bike lanes, pathways and pedestrian walkways; and synchronized of traffic signals); 

  • Developing and implementing building codes and inspection services to promote building energy efficiency; 

  • Developing and implementing programs to increase participation and efficiency rates for recycling programs;  

  • Replacing traffic signals and street lighting with energy-efficient lighting technologies;  

  • Purchasing and implementing technologies to reduce and capture methane and other greenhouse gases generated by landfills or similar sources; 

  • Developing, implementing and installing on or in any government building onsite renewable energy technology that generates electricity from renewable resources, such as solar and wind energy, fuel cells and biomass; and 

  • Financing energy efficiency, renewable energy and zero-emission transportation (and associated infrastructure), capital investments, projects and programs for leveraging of additional public and private sector funds.

Description: Provides supplemental funding for grants to a State, local government, or an Indian Tribe on a competitive basis for projects that replace, remove, and/or repair culverts or weirs.

Eligible Recipients: Recipients: (1) A State; (2) a unit of local government; or (3) an Indian Tribe. 

Eligible Uses: Establish an annual competitive grant program to award grants to eligible entities for projects for the replacement, removal, and repair of culverts or weirs that— ‘‘(1) would meaningfully improve or restore fish passage for anadromous fish; and (2) with respect to weirs, may include-- (A) infrastructure to facilitate fish passage around or over the weir; and (B) weir improvements.”

Description: Helps accelerate the adoption of broadband through digital literacy training, workforce development, devices access programs, and other digital inclusion measures.

Eligible Recipients: Local Education Agency; State Governments, including any political subdivisions of the State; Tribal/Native American Governments; Alaska Native Entities; and Native Hawaiian Organizations, Non-Profit Organizations; Community Anchor Institutions; and Work Force Development Programs

Eligible Uses: Broadband adoption/digital literacy/tech support, digital equity programs

Funding: $585,000,000 

Description: Provides grants for technical, planning, design, and construction assistance for repairing, removing, or rehabilitating eligible high hazard non-federal dams.

Eligible Recipients: States (each state submits one application to FEMA for funding on behalf of sub-recipients). Eligible subrecipients, which are limited to non-federal government or nonprofit entities, apply for and receive subawards directly from the relevant state agency if the state agency accept applications from subapplicants.

Eligible Uses: Eligible activities include repair, removal, or any other structural or nonstructural measures to rehabilitate an eligible high hazard potential dam.

Career Skills Training

December 30, 2022

Funding: $10,000,000 

Description: To provide grants to pay the Federal share of career skills training programs under which students concurrently receive classroom instruction and on-the-job training for the purpose of obtaining an industry-related certification to install energy efficient building technologies. 

Eligible Recipients: Non-Profit Partnerships 

Eligible Uses: To pay the Federal share of associated career skills training programs under which students concurrently receive classroom instruction and on-the-job training for the purpose of obtaining an industry-related certification to install energy efficient buildings technologies.

Funding: $2,100,000,000 

Description: To establish and carry out a carbon dioxide transportation infrastructure finance and innovation program

Eligible Recipients: State / Local / Public Authority 

Eligible Uses: Projects that-- (A) are large-capacity, common carrier infrastructure; (B) have demonstrated demand for use of the infrastructure by associated projects that capture carbon dioxide from anthropogenic sources or ambient air; (C) enable geographical diversity in associated projects that capture carbon dioxide from anthropogenic sources or ambient air, with the goal of enabling projects in all major carbon dioxide-emitting regions of the United States; and (D) are sited within, or adjacent to, existing pipeline or other linear infrastructure corridors, in a manner that minimizes environmental disturbance and other citing concerns

Description: Funds programs to improve the effectiveness of residential and community recycling programs, including those that tackle waste prevention, through public education and outreach.

Eligible Recipients: States, a Unit of Local Government, Tribal Governments (federally recognized), A Native Hawaiian Organization, The Department of Hawaiian Homelands, The Office of Hawaiian Affairs, A Non-Profit Organization, Or A Public-Private Partnership 

Eligible Uses: To inform the public about residential or community waste prevention or recycling programs; provide information about the recycled materials that are accepted; and increase collection rates and decrease contamination across the nation.

Flood Mitigation Assistance

December 30, 2022

Funding: $3,500,000,000

Description: Provides funding to state and local governments for projects that reduce or eliminate the risk of repetitive flood damage to buildings insured by the National Flood Insurance Program (i.e., the goal of this program is to decrease claim payouts). 

Eligible Recipients: State and local governments. Notably, local governments submit mitigation planning and project applications to their state during the open application cycle. After reviewing applications, the state prioritizes and forwards the applications to their FEMA Regional Office. Local governments should contact their State Hazard Mitigation Officer here.

Eligible Uses: These grants are focused on projects that reduce flood risks posed to repetitively flooded properties insured under the National Flood Insurance Program. Federal Emergency Management Agency is distributing Fiscal Year 2021 Flood Mitigation Assistance funding amount as follows: 

  • Project scoping (previously advance assistance) to develop community flood mitigation projects and/or individual flood mitigation projects that will subsequently reduce flood claims against the National Flood Insurance Program. 

  • Projects that address community flood risk for the purpose of reducing National Flood Insurance Program flood claim payments. 

  • Technical assistance to maintain a viable Flood Mitigation Assistance program over time.

  • Planning sub-applications for the flood hazard component of State, Local, Territory, and Tribal Hazard Mitigation Plans and plan updates.

Congestion Relief Program

December 30, 2022

Funding: $250,000,000

Description: Grants for projects in large cities that advance innovative and multimodal (like transit, biking, walking, or buses) solutions to relieve traffic congestion. These projects can help reduce highway congestion, lower economic and environmental costs related to congestion, and optimize the capacity of existing highway and transit systems

Eligible Recipients: States (for the purpose of carrying out a project in an urbanized area with a population of more than 1,000,000), Metropolitan Planning organizations (for the purpose of carrying out a project in an urbanized area with a population of more than 1,000,000), cities or municipalities (in an urbanized area with a population of more than 1,000,000)

Eligible Uses: Planning, design, implementation, and construction activities to achieve the program goals, including: deployment and operation of integrated congestion management systems, systems that implement or enforce high occupancy vehicle toll lanes or pricing strategies, or mobility services; and incentive programs that encourage carpooling, nonhighway travel during peak periods, or travel during nonpeak periods.

Description: Provides funding to make energy efficiency, renewable energy, and alternative fueled vehicle upgrades and improvements at public schools.

Eligible Recipients: Consortium of One Local Education Agency and one or more Schools, Non-Profits, For-Profits, and Community Partners

Eligible Uses: Energy efficiency (envelope, HVAC, lighting, controls, etc.), ventilation, renewable energy, alternative vehicles, and alternative fuel vehicle infrastructure improvements.

Description: Deploy electric vehicle charging and hydrogen/propane/natural gas fueling infrastructure along designated alternative fuel corridors and in communities.

Eligible Recipients: State or political subdivision of a State, Metropolitan Planning Organizations, Local government, Special purpose district or public authority with a transportation function, Tribe, Territory

Eligible Uses: Acquisition and installation of publicly accessible electric vehicle charging or alternative fueling infrastructure, operating assistance (for the first 5 years after installation), acquisition and installation of traffic control devices.

Deadline: TBA. Federal Highway Administration will publish a Notice of Funding Opportunity in Winter 2022.

Funding: $1,250,000,000 

Description: Program funds will be made available each fiscal year for Community Grants, to install electric vehicle charging and alternative fuel in locations on public roads, schools, parks, and in publicly accessible parking facilities. These grants will be prioritized for rural areas, low-and moderate-income neighborhoods, and communities with low ratios of private parking, or high ratios of multiunit dwellings.

Funding: $225,000,000

Description: Provides funding to state energy agencies, in partnership with local building code agencies, codes and standards developers, utilities, and other entities, to enable sustained, cost-effective implementation of updated building energy codes to save customers money on their energy bills.

Eligible Recipients: States and State Partnerships 

Eligible Uses: (A) To create or enable State or regional partnerships to provide training and materials to—(i) builders, contractors and subcontractors, architects, and other design and construction professionals, relating to meeting updated building energy codes in a cost-effective manner; and (ii) building code officials, relating to improving implementation of and compliance with building energy codes; (B) to collect and disseminate quantitative data on construction and codes implementation, including code pathways, performance metrics, and technologies used; (C) to develop and implement a plan for highly effective codes implementation, including measuring compliance; (D) to address various implementation needs in rural, suburban, and urban areas; and (E) to implement updates in energy codes for— (i) new residential and commercial buildings (including multifamily buildings); and (ii) additions and alterations to existing residential and commercial buildings (including multifamily buildings).
