The Infrastructure Investment and Jobs Act includes record investments in public transportation, safe water, broadband, electric vehicle infrastructure, the Long Island Sound, and much more.
This resource is intended to help communities in Southwestern Connecticut learn more about the programs in this historic bill and access the funding it offers. Grants from the Infrastructure Investment and Jobs Act are primarily delivered through formula-based funding and competitive funding opportunities.
Formula-Based Funding is apportioned to states by formula, and implementation is left primarily to state agencies.
Competitive or Discretionary Funding is awarded on a competitive basis through an application process specified by the federal agency issuing the grant. Each program's selection criteria is outlined in the grant solicitation. Municipalities and organizations in Connecticut's Fourth District may request a letter of support from my office for grant applications by completing this form.

Common Infrastructure Grants:
Rebuilding American Infrastructure with Sustainability and Equity (RAISE) Grant Program
The goal of the RAISE program is to fund eligible surface transportation projects that will have a significant local or regional impact that advance the U.S. DOT’s priorities of safety, equity, climate and sustainability, along with workforce development, job quality, and wealth creation.
- The FY 2025 NOFO is expected to be released in November 2024
Safe Streets and Roads for All (SS4A) Grant
The purpose of SS4A grants is to improve roadway safety by significantly reducing or eliminating roadway fatalities and serious injuries including pedestrians, bicyclists, public transportation users, motorists, personal conveyance and micromobility users, and commercial vehicle operators.
- The FY 2025 NOFO is expected to be released in early 2025, and by statute must be released on or before March 30, 2025.
Reconnecting Communities Pilot (RCP) Program
The purpose of the RCP Program is 1) to advance community-centered transportation connection projects, with a priority on projects that benefit disadvantaged communities, improve access to daily needs such as jobs, education, healthcare, food, nature, and recreation, and foster equitable development and restoration, and 2) to provide technical assistance to further these goals. RCP offers both capital construction and community planning grants.

Multimodal Project Discretionary Grant Opportunity (MPDG)
The Multimodal Project Discretionary Grant Opportunity (MPDG) opportunity contains three grant programs: the National Infrastructure Project Assistance grants program (Mega), the Nationally Significant Multimodal Freight and Highway Projects grants program (INFRA), and the Rural Surface Transportation Grant program (Rural). The funding opportunities are awarded on a competitive basis for surface transportation infrastructure projects – including highway and bridge, intercity passenger rail, railway-highway grade crossing or separation, wildlife crossing, public transportation, marine highway, and freight projects, or groups of such projects – with significant national or regional impact, or to improve and expand the surface transportation infrastructure in rural areas.
- MEGA supports large, complex projects that are difficult to fund by other means and likely to generate national or regional economic, mobility, or safety benefits.
- INFRA awards competitive grants for multimodal freight and highway projects of national or regional significance to improve the safety, efficiency, and reliability of the movement of freight and people in and across rural and urban areas.
- Rural supports projects that improve and expand the surface transportation infrastructure in rural areas to increase connectivity, improve the safety and reliability of the movement of people and freight, and generate regional economic growth and improve quality of life.
Advanced Transportation Technologies and Innovative Mobility Deployment (ATTAIN)
The ATTAIN program provides competitive grants to deploy, install, and operate advanced transportation technologies to improve safety, mobility, efficiency, system performance, intermodal connectivity, and infrastructure return on investment.
