Washington, DC – Today Congressman Jim Himes (CT-04) voted to pass the Fiscal Year 2023 omnibus appropriations agreement. The bill, which passed the House of Representatives with a bipartisan vote of 225-201, includes billions of dollars for Connecticut, with nearly $24 million for community projects secured by Congressman Himes that will benefit the Fourth District.

These funds are an investment not only in our state’s infrastructure, but in our women owned businesses, our recovering veterans, our district’s working families, our schoolchildren, and many more. I was proud to vote for this legislation today, and look forward to seeing it signed into law by President Biden.”
Connecticut’s Fourth Congressional District will receive a total of $23,925,351, for 14 community projects advocated for by Congressman Himes. These include:
- $5,500,000 for the City of Norwalk to revitalize the Norwalk City Center through the implementation of a more comprehensive and balanced transportation system;
- $3,000,000 for the City of Stamford to design and construct a new satellite of the Ferguson Library system on the East Side of the city;
- $2,000,000 for the Women’s Business Development Council to expand technical assistance and microgrants for women-owned businesses in the district;
- $2,000,000 for the Southwest Community Health Center to construct a health center site within the Wakeman Boys & Girls Clubhouse which would provide a full range of health care services including primary medical care, behavioral health, and dental services;
- $2,000,000 for the Riverbrook Regional YMCA
- $1,976,691 for Baldwin Holdings to construct three townhouses to be occupied by families that participate in the Housing Choice Voucher Project-Based Program;
- $1,425,000 for the Town of Wilton to enhance the storm sewer system surrounding the stadium turf at the Wilton High School Sports Complex;
- $1,323,660 for Norwalk Public Schools to create a new K-12 Marine Science Pathway in partnership with the Maritime Aquarium;
- $1,000,000 for ProjectRISE to provide unemployed and underemployed women of color with the digital skills training and behavioral health programming, nutrition, and strategies to address anxiety and stress;
- $1,000,000 for Family Center Inc., to expand the School-Based Health Center program sites at Stamford High School and Turn of River Middle School;
- $1,000,000 for the City of Stamford’s Bioswales Initiative to remove motor oils, gasoline, antifreeze, brake dust, fertilizers, pesticides, and sediment from runoff before these contaminants reach the storm drain;
- $750,000 for the Applied Behavioral Rehabilitation Institute to renovate the current Homes for the Brave facility, including the installation of an elevator to serve Veterans with limited mobility;
- $750,000 for the Town of Trumbull to build a multi-use Veterans and Community Center to support the region’s veterans, small businesses, civic groups, and residents.
- $200,000 for the Western Connecticut Council of Governments to develop the sanitary sewer infrastructure serving the Branchville and Georgetown sections of the Towns of Ridgefield and Redding, respectively.
The omnibus also contains a series of provisions that will benefit Connecticut’s families, infrastructure, and environment. These include:
- Over $40 million to restore and protect the Long Island Sound’s vast array of plants, animals, and habitats;
- $8.02 billion, a 30% increase in funding, for the Child Care and Development Block Grant Program, which offers financial assistance for low-income families struggling with child care;
- $5 billion for the Low Income Home Energy Assistance Program (LIHEAP) to help with rising energy costs.
