This week, the House is expected to consider 12 bills, ranging from land management to the federal budget. The House may also consider an authorization for the use of military force against the government of Syria to respond to the use of chemical weapons.

Legislation under consideration this week includes:

Global Investment in American Jobs Act of 2013 (H.R. 2052): directs the Department of Commerce to conduct a review of U.S. laws and policies on foreign direct investment in the United States and to develop recommendations to make the United States more competitive in attracting and retaining investments from abroad.

Federal Communications Commission Consolidation Reporting Act of 2013 (H.R. 2844): consolidates the reporting obligations of the Federal Communications Commission (FCC) to Congress and requires a new report on the state of the communications marketplace. It specifies that the bill does not expand or contract the authority of the FCC.

National Association of Registered Agents and Brokers Reform Act of 2013 (H.R. 1155): establishes the National Association of Registered Agents and Brokers (NARAB) as an independent, non-governmental, nonprofit entity to provide a streamlined national licensing process for non-resident insurance producers to operate in multiple states.

Streamlining Claims Processing for Federal Contractor Employees Act (H.R. 2747):  transfers the authority to process claims for unpaid wages to workers hired by federal contractors from the Government Accountability Office (GAO) to the Department of Labor.

Science Laureates of the United States Act of 2013  (H.R. 1891):  allows the president to appoint a science laureate for the nation, based on the recommendations of the National Academy of Sciences, to increase the country's awareness of issues in the sciences.

Powell Shooting Range Land Conveyance Act (S. 130): transfers land that currently houses a shooting range from the Bureau of Land Management to the Powell Recreation District in Powell, Wyoming.

S. 157: authorizes the Interior Department ot issue permits for a proposed micro-hydroelectric project in the Kantishna Hills area within the Denali National Park and Preserve and authorizes a proposed land transfer between the park and Doyon Tourism. It also authorizes the Department to issue right-of-way permits for a natural gas pipeline within non-wilderness areas of Denali National Park.

Natchez Trace Parkway Land Conveyance Act of 2013 (S. 304): authorizes the transfer of 67 acres of identified unused federal land back to the state of Mississippi.

S. 256: conveys certain submerged lands to the commonwealth of the Northern Mariana Islands in order to give that U.S. territory the same benefits in its submerged lands as Guam, the Virgin Islands and American Samoa have in their submerged lands. It also prevents scheduled minimum wage increases in the Northern Mariana Islands for two years.

Minuteman Missile National Historic Site Boundary Modification Act (S. 459): modifies the boundary of Minuteman Missile National Historic Site in South Dakota to include land currently administered as part of the Buffalo Gap National Grasslands, on which a visitor facility, administrative site and parking lot would be established.

H.R. 2775: prohibits the federal government from providing individuals and families with instant premium tax credits to help pay for health insurance coverage purchased through the new exchanges until an income verification program is in place.

Continuing Appropriations Resolution, 2014 (H.J.Res. __): makes stopgap appropriations for continued government operations once the current spending law expires on September 30. Funding levels for this resolution have yet to be announced.
