This week, the House is expected to will consider 18 bills, ranging from security to transportation and housing appropriations. The House may also vote on a resolution holding Attorney General Eric Holder in contempt of Congress and, if an agreement is reached, legislation to hold student loan rates, which will automatically double on July 1, at their current rate.

Legislation under consideration this week includes:

H.R. 4850: exempts walk-in cooler or freezer components from federal minimum energy efficiency standards for air-cooled central air conditioners and central air conditioning heat pumps.

H.R. 5625: authorizes the Federal Energy Regulatory Commission (FERC) to reinstate the development license for the Collinsville hydropower dams and transfer the licenses to the town of Canton, Connecticut.

H.R. 5889: amends the U.S. criminal code to impose criminal penalties for violent acts against ships and offshore platforms and the transport of weapons of mass destruction.

H.R. 4223: imposes criminal penalties for the premarket theft of medical products, authorizes surveillance of suspected criminals committing such crimes, and allows victims of these crimes to seek civil restitution.

Public Safety Officers' Benefits Improvements Act (H.R. 4018): expands federal benefit programs for public safety officers to include officers employed as part of a nonprofit or volunteer organization, making those officers eligible for federal death and disability benefits if they are killed or disabled on the job.

H.R. 3501: designates the post office located at 125 Kerr Avenue in Rome City, Indiana, as the “’SPC Nicholas Scott Hartge Post Office.”

H.R. 3412: designates the post office located at 1421 Veterans Memorial Drive in Abbeville, Louisiana, as the “Sergeant Richard Franklin Abshire Post Office Building.”

H.R. 3593: designates the post office located at 787 State Route 17M in Monroe, New York, as the “National Clandestine Service of the Central Intelligence Agency NCS Officer Gregg David Wenzel Memorial Post Office.”

H.R. 3772: designates the post office located at 150 South Union Street in Canton, Mississippi, as the “First Sergeant Landres Cheeks Post Office Building.”

H.R. 3276: designates the post office located at 2810 East Hillsborough Avenue in Tampa, Florida, as the “Reverend Abe Brown Post Office Building.”

Senate Amendment to H.R. 2297: promotes the development of the Washington, DC, waterfront by allowing the District of Columbia Redevelopment Land Agency to lease or sell property to a redevelopment company. Also authorizes the DC government to allow the fish wharf to operate as a market and transfers control of some of the Potomac River from the Army Corps of Engineers to the District of Columbia.

H.R. 4251: makes numerous changes to the Department of Homeland Security’s maritime security agencies in order to encourage better cooperation among agencies. Also reduces redundant assets and activities, expands the allowable use of federal port security grants, and overhauls procedures for issuing transportation worker credentials for working in secure port areas.

Gauging American Port Security (GAPS) Act (H.R. 4005): requires the Department of Homeland Security to conduct a study of the remaining gaps in port security in the United States and submit to Congress a plan to address these gaps.

H.R. 1447: establishes the Aviation Security Advisory Committee within the Transportation Security Administration and requires TSA’s assistant secretary to consult with the committee on aviation security matters.

H.R. 5843: amends the Homeland Security Act of 2002 to permit the use of funds from the Federal Emergency Management Agency State Homeland Security Grant Program to be used for training conducted in conjunction with a national laboratory or research facility.

H.R. 3173: requires the Department of Homeland Security to change the process for the enrollment, activation, issuance and renewal of a Transportation Worker Identification Credential (TWIC) to require only one in-person visit to a designated enrollment center.

Transportation, Housing and Urban Development, and Related Agencies Appropriations Act, 2013 (H.R. 5972): provides $103.6 billion in FY 2013 for the Departments of Transportation and Housing and Urban Development, 5% less than the current funding levels.

Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2011 (H.R. 5973): appropriates $150.8 billion in FY 2013 for the Department of Agriculture, Food and Drug Administration, and related agencies, 3% more than the current funding levels.
