This week, the House is expecting to consider four bills, ranging from foster care to water resources.
Legislation under consideration this week includes:
Protecting Students from Sexual and Violent Predators Act (H.R. 2083): requires every state educational agency that receives federal funds under the Elementary and Secondary Education Act of 1965 to conduct criminal background checks on each school employee and prohibits them from employing any individuals convicted of certain violent or sexual crimes.
Promoting Adoption and Legal Guardianship for Children in Foster Care Act (H.R. 3205): reauthorizes the Adoption Incentives program through Fiscal Year 2016 and revises the awards to focus on increasing adoption rates instead of raw numbers of adoptions. It also focuses more resources on increasing adoptions of older children, creates a new award category for placements in legal guardianship, and allows states to spend incentive funds over three years instead of two.
Water Resources Reform and Development Act of 2013 (H.R. 3080): establishes a new process for determining which water resource projects will move forward by requiring the president to recommend to Congress specific projects for the Army Corps of Engineers to undertake and for which Congress should supply full appropriations. It also permits greater participation of non-federal interest in water resource development and establishes a pilot program for public-private partnership in developing water infrastructure.
